It's done. You'll find it at Kame's House titled 'Looking for Trouble'. I would recommend that you stop the attack before it reaches the island.

Cooler hovered hundreds of feet above the calm sea. He had his arms crossed over his chest as he menacingly stared down at the small island with a pink house on it. Using his keen eyesight, he was making sure that his prime target was there, alone. Everything would be all for naught if she wasn't there or if he was outnumbered. At his current strength, Cooler had doubts that he could manage several Z-Fighters at once, even if they weren't Goku or Vegeta. But he was confident that he could take Android 18 on his own.
The Androids technology were superior compared to most human tech but unimpressive compared to the rest of the universe. But nevertheless, she could be valuable for studying and rebuilding the Big Gete Star. So here Cooler was, forming a massive sphere of burning ki above him. His Supernova attack would wipe out the island and take down the unsuspecting android. If her metal remains survive then she would be of use.
Once Cooler had his attack fully ready, he threw it over at the island, intending to blast it out of existence. He watched eagerly as the Supernova slowly sank down to the island. If all went according to plan then this would take less than five minutes.

If anyone else asks then I'll take them on separately.
Now for our battle. I'm thinking of Cooler attacking Android 18 because he believes that her technology can help him replicate the Big Gete Star while she believes that he is attacking her for the Dragon Balls -which he doesn't know about.
There is no real way to help even the odds for me so I'll just have to play smart and use my moves accordingly. In the end, I'm probably going to lose but I'll try not to make it so one-sided.
Does it all sound good to you?

I'm willing to have a battle with just anyone at this site. I don't mind if your character has a power level of 5 or 5 million, we can work it out to make the odds even. So if you are interested in a battle or even a spar with me, just mention it and we can work out the details.

Cooler glanced around the room. It was completely empty except for the mechanical pillar in the center of the room which was responsible for increasing the gravitational pull in the room and what kind of training was done. Walking as if he owned the place, Cooler went up to the pillar and searched for whatever gadget activated the whole thing. He was rather unimpressed with the technology these people had. His ship had machines with much simpler consuls that commanded more complex devices and the Big Gete Star did even anything Cooler commanded with just a simple thought. Had Cooler not found the dial that increased the room's gravity then he would have lost his temper and smashed the machine because it reminded him that he had lost the Big Gete Star. Only the thought to getting stronger and restoring kept Cooler from pleasing his impulse.
With a foul attitude, he turned the dial. A sudden weight seemed to fall down on his shoulders. It caught him by surprise that even though he had only twisted a tiny bit, the effect was already so large. His powers were decreased more than he feared. For the sake of his pride, Cooler twisted the knob some more, feeling his legs bend a little bit from the increasing burden. But he continued. Cooler twisted the dial until the weight was so much that he could barely lift his palm from it. It came as a great shock to him that it only went to 15 and the highest it could go was 400. Instantly, Cooler was regretting ever coming; all this place did was remind him just how bad of a predicament he was in.
Now that the gravity was set, Cooler looked around for what kind of training activities he could do. It didn't help that there were no actual labels on most of the buttons. Eventually, Cooler just picked a random button and expected to be able to topple whatever would be sent his way. The noise of mechanical gears echoed across the room as random parts of the ceiling opened. From the regions, turrets came out. They were swirling around and seemed to have no true aim. That is when the haphazard firing began.
Lasers were shot out everywhere. Even though Cooler was able to keep a good eye on most of them, his speed was much too slow to act upon it. He would sidestep to avoid a close shot from a turret close to the wall but he couldn't move back fast enough to avoid the other shot fired by one turret close to him. The exercise seemed to take hours in Cooler's mind. He lost count of how many times he was hit by a laser and the longer he kept at it, the more he was hit. It was obvious that he was tiring out and would not be able to continue on for long.
Just as he was about to completely give up and head to the pillar to deactivate everything, every turret on the ceiling stopped firing and returned back. It looked like nothing had ever happened in the room. Cooler limped to the pillar with a heavy breath. Each step burned from both the weight and the previous laser shots. Soon enough, he reach it and saw that the exercise had only last half an hour. Spitefully, Cooler twisted the knob to 1 to return the room's gravity back to normal. He took a deep breath, sat down on the cold floor, and leaned against the pillar. It was a bad day but the feeling of the lifted weight and accomplish coursed through his body, making him feel slightly better. But just slightly.

Cooler had a tight grip on Dr. Slump's collar. His face didn't show sadistic fury like his brother but a calm face that showed little tolerance. "Now..." Cooler coldly began, "... the offer is still on the table. Rebuild the Big Gete Star and I will leave you alone." The poor inventor squirmed for a moment by kicking the air for support since his feet were dangling hundreds of feet in the air. The only thing more intimidating than being threatened by a planet-busting alien is being threatened by said alien while hovering so high that all the buildings of Penguin Village looked like dots.
Dr. Slump tightly closed his eyes and gathered all his courage to mutter, "No. If I did then you will only hurt people more. Do what you want to me but I will not do it." Cooler grimaced at the pitiful reply. "You, why in the hell would I harm you? Even if you refuse now, you are still potential help. I was referring to the village." Just then, Cooler looked down and aimed his free palm at one of the larger dots. He fired out a purple ki blast and watched as it sank to Earth and eventually slammed down in a fiery explosion. He looked back up to glare into Dr. Slump's eyes. "That blast signaled the reformed Red Ribbon Army to attack your worthless village. They will obliterate everything before the Z-Fighters even have a clue."
Underneath him, the Red Ribbon Army was causing as much destruction that they could. Normally, they would be too cowardly to do such a thing but when Cooler confronted them and promised them protection from any possible intruders in return for loyalty, they complied. Now they were ransacking, burning, blowing up, and torturing Penguin Village and its inhabitants. Their screams were loud enough to be heard by Cooler and Dr. Slump.
As if the carnage happening wasn't enough, Cooler pulled Dr. Slump a little closer. "Do you see what happens when you refuse me?" He whispered, "I am not an idiot. I know how attached you monkeys can get with each other. If I hurt one, I hurt the rest." Cooler glanced back down and fired another ki blast at a building, signaling a retreat. Once more, he looked at Dr. Slump to show that he had his full attention. "Rebuild your flimsy village. I intend on coming back. You better hope that no one else has taken my offer to rebuild the Big Gete Star, otherwise I will finish the job.... and you."
With nothing left to say, Cooler took a steep dive down with a tight hold on the scared Dr. Slump. He suddenly stopped just three feet from the crack cement and just dropped the inventor like an unwanted weight. "If you mention me to the Z-Fighters then not even the promise to rebuild the Big Gete Star will be enough to save you." Cooler warned before turning around and zooming away in the same direction as the Red Ribbon Army. He needed to leave before any Z-Fighters caught sight of him. The whole incident would be blamed on the Red Ribbon Army, leaving the Z-Fighters clueless about his actions, for now.

Naw, its okay. I understand where you are coming from and I must thank you for pushing me. It might have taken a few tries but I think I finally have it. I put in a few creative liberties in this and made Cooler become obsessed with regaining the Big Gete Star. I thought that it would be a nice addition and would give him a realistic and unique goal from everyone else.
