Android Sixteen walked into Capsule Corps. for the first time in over twelve years. Mrs. Brief walks through the door from the Brief's family living quarters and absent mindedly says, "Hello, Sixteen. How are you today?" Sixteen smiled, happy to not have been forgotten. "I am fine, thank you. Is Bulma or Dr. Brief around?" He asked calmly. "Oh, sure, dear. He's up in his lab." She walked on by without a second thought.
Sixteen casually walked through the door into the Brief house and up the stairs to the Doctor's lab. He opened the door and stepped inside, closing it behind him. "Scratch, I think we might have it this time!" Dr. Brief says in a hopeful tone to his feline friend, which is on his shoulder as usual. Smoke starts puffing out of the invention and it breaks apart. Dr. Brief sighs and drops his head. "Perhaps I can be of assistance, Dr. Brief."
The good doctor turned around to see the statuesque android looking down at him with a smile. "Sixteen? I thought you were destroyed by Cell?" Sixteen frowned at the man's question. "That is true. I am uncertain how or why, but I was recently reconstructed by an unseen force. I will not let the confusion of this sudden occurrence prevent me from enjoying life."
"I see. Very well, Sixteen. I'm going to take a break. You can do as you will...I...haven't had a successful invention in some time." Scratch climbed off of Dr. Brief's shoulder at that and onto Sixteen's. "It seems Scratch believes in you, Sixteen. He's got several years of experience with my work. He'll give you all the details." And with a heavy sigh the doctor walked out the door of his lab.
"Meow," Scratch called into Sixteen's ear. The android nodded at the cat and began looking over the parts of the invention Dr. Brief was working on when he entered. It was some sort of zero point energy prototype. Sixteen, being an android with knowledge of his own schematics, was quite skilled when it came to technology. Unfortunately he was not capable of something this advanced. The efficiency of the machine is what appeared to be the problem, though, given the purpose it was made for.
Sixteen knew what to do. With the tools in this lab he could easily make a solution to this efficiency problem...and it would be useful to him as well. He pulled out a one square inch piece of microgrid from the drawer labeled 'Chip Bases.' He flipped back the end of his finger to reveal a pinpoint soldering gun. He took a spool of wire and the many small parts he would fit onto the chip and went to work.
His pace wasn't fast or even moderate. It was relaxed at best. With Scratch watching from his shoulder and Meowing every time he successfully placed another piece onto the grid, Sixteen felt quite happy making the chip. It took almost the entire day. Scratch even fell asleep on Sixteen's shoulder once or twice while he worked. His movements were so steady that the cat was undisturbed by his work.
And at last it was finished. The chip's purpose was to gather initially boost a machine's overall efficiency and then gather and sort data on the functionality and efficiency of the machine it was installed in so that the data could be analyzed and future upgrades for the machine would provide maximum improvement.

Efficiency Chip w/Data Collector (ECDC for short)
The Chip will provide +5 to all stats when installed in any mechanical system. In addition it will gather data from their sensors during heavy activity and sort the data for easy analyzation to provide a larger improvement to the machine at a later time.(The analyzed data does nothing on its own, but it can be used to produce Extremely High caliber upgrades for the same type of machine it was initially installed in at a later date. The size of the boost will be determined by how much data the machine had time to gather and Staff discretion.)
